Morgan Park is the only public access, with metered parking, a pavilion and restrooms. If you are staying here as a visitor without a permit, Morgan Park is your beach.

That is precisely where a cart earns its keep. Instead of competing for metered spaces at the one public access, you cover the short distance from your rental by cart, park something the size of a large golf buggy, and walk on. The streets in between are flat, quiet, shaded and posted well under 35 mph β€” some of the pleasantest cart driving on this coast.

Belleair Beach has four beach accesses. Three of them β€” 6th Street, 12th Street and 19th Street β€” require a city resident parking permit. Morgan Park is the single public access, and it has metered parking, a pavilion and restrooms. Residents with a valid permit park free there; everyone else pays the meter.

This trips up a lot of first-time visitors who assume any access will do. If you are renting a house or condo in the city, ask your host whether the property comes with a parking permit β€” it changes which accesses are open to you. Where a cart can take you from Belleair Beach

Belleair Beach has no commercial strip, so the useful trips are outbound. Ten minutes south on Gulf Boulevard puts you in Indian Rocks Beach among the restaurants; northbound, Gulf Boulevard runs up the island toward Sand Key Park and on to Clearwater Beach. Both directions stay within the speed limits a low-speed vehicle needs.

The Belleair Causeway heads east to the mainland at Belleair Bluffs, where the area's independent restaurants are concentrated.
